[sample] PR zio-direct to write Quill Contexts

This is an example PR using zio-direct in the ZioJdbcContext in all the places where it is relevant. It should serve as a code sample of zio-direct usage.

Eventually zio-direct will be used in Quill but first it needs to be written in Scala 2 so that an equivalent ZioJdbcContext can be used across Scala 2 and Scala 3 Quill versions.
