Enable core search module by default on install and configure permissions #125

Not sure I like this idea. We really never use core search. When we use search we use search_api module.

I agree, but I still feel confused if we are focusing on making bear a
distro for Zivtech only or for the community. I guess it's a combination of
both, but a search feature functional out of the box seems like a must have
for a community distribution?

I think Bear should be the way we want Drupal to be out of the box for our
projects, and for that to align as much as possible with what non-Zivtech
people would want.

But at Zivtech we do a wide range of projects and many of them are more web
applications than content management. Most of our projects do involve
search in some form, but many do not actually have a sitewide search (for
example smartdeps). And we almost never use core search.

For D7 we had a separate bear module called bear_hunt which you can
optionally add to bear to have search (using search api / solr) but we dont
include it out of the box because it wont work for people who can't set up
solr. It also kind of fell by the way side because of being a separate
module.

Lately I've been thinking solr is such a hassle for a lot of sites, and
maybe we should just use search_api_db, which is now a part of search_api
for d8.

So how about we add search_api search straight to bear 8?
