Should be something like /znc loadmod --type=global log

If type should be defined in this way, then might as well support --user=kylef and --network=efnet and drop loadmodule from *admin.

Support for --user and --network can be added later, after switch to using a decent library for parsing argument from command line.

And currently we have --type<global|user|nework> so this can be closed.
