Migrate Zowe CLI to Zowe Public Repo and update documentation

Collaborate with the ZLC to move each of the following repositories to the public facing space: Zowe CLI, Zowe CLI Sample Plugin and Zowe CLI plugins (CICS, DB2). Also provide the Imperative SDK to Zowe documentation.

• Need to make decision regarding 1.0 branch migration
• In sample plug-in, the "files-util" branch did not contain completed source code for the "Develop a New Plug-in" tutorial as I originally assumed. The branch would need to be reintroduced if we deem it valuable.
