7 0 x input files for700pre13

It was needed as tau sequence was updated in miniAOD requiring the product existing in pre13 file.

@monttj - if we are going to change these input files, should we not move to the 7_0_0 ones (so to ease the deletion of the 7_0_0_preX relvals)
