Add support for Querty_86's traffic mod (it requires a custom exe)

There is also Qwerty86's police patch & the Box Designs cop patch (both available on mmarchive...not sure those utilize a custom exe? been forever) and the nigh extinct Box Designs traffic mod - a friend of mine backed it up on Mediafire:
