Node and the front end have the same functionality

Don't even bother trying to read this diff until #13 is merged into master
I merged the single-page-urls branch into this branch.

What:

• Loading a results page with filters in the query string applies them to the page
• Pagination works on tables loaded from the back end
• Single candidate or committee pages can be loaded directly

Why:

• Now you can take any URL generated on the site and load it directly instead of following the flow from the home page to get back to where you want to be.
• You can share urls.
• Users without JavaScript can use the site.
