Presentation and composition of URLs/filenames

URLs are important and frequent, both in terms of referring to them and in terms of composing them so that they are reasonably sensible. Filenames follow most of the same rules, so should be addressed in the same section. Both are important aspects of modern content.

We currently don't have a section for URLs and filenames, but we should.
