Current is the same as internal hub, "18F Internal Team Information Hub"

https://18f.gsa.gov/hub/ before launch.

#15 changes both Hubs to "18F Hub". If you think either should be different, let me know your suggestions, or you can send me a PR to set title: in both _config.yml and _config_public.yml. If you think it's OK now, please go ahead and close this issue. Thanks!

EDIT: Whoops, I mean "reopen" this issue.
