Add some basic stat options: count / sum

sorry about the multiple issues :-)

I was thinking that it could be useful to have :

• a count stat that could report the number of bases mapped in each region of the supplied bed file with -r
• a sum stat (or other name) that reports the total number bases mapped in -r regions. So here the output would be a single number.

An application would be for instance to quickly compute on/off target % for a WES/target experiment.

I do agree that I can post-process the output of d4tools view with R/awk/bedtools but I was thinking that it could be great to have that in the core stat options.

This looks minor though.
