"For ED, AV, and OA encounter types, mark as X = Unable to Classify."

It seems they didn't mean to exclude EI.

more recent guidance:

The guidance is that per PCORNet (via the ever helpful Michelle Smerek), PDX is expected for IP, IS, EI and OS encounters. However, sites are free to use it for diagnoses from all encounter types that can meaningfully have a Primary or Secondary designation regardless of if the patient is actually admitted and discharged or not.
