Missing constant data with BCANA=Y

The function getarki_icbc, when retrieving data with BCANA=Y, tries to retrieve constant data with the last reference time available, while, if possbile, it should try with a reference time coinciding with the start of an input model analysis/assimilation run, based on INPUTMODEL_INI etc, otherwise constant data may be incomplete.
