First of all: record all devices brought in, lable them and have a documentation site running. Can be a simple sheet of paper to document the progress.

Plus having the right tools and the right experts on site is important as well, and someone needs to handle the tools and the materials AKA Toolkeeper

I think classifying team members according to devices ,by so doing
1.have expert for radios separate
2.phones.
3.solar pannels etc,
This will speedy up the activity and agreat number will be covered.
Because if we say expert is handling radios and phones ,it will slow the activity.

I like this approach, are there more topics that might appear? mechanics? LED/Solar Lights?

and make sure to mark every device with the number of the participant in the waiting list ;) maybe even adding the name
