TEST_CONFIG should be able to use default ClientConfiguration params #2

Something like -DTEST_CONFIG=client
that looks for a ClientConfiguration in the default search paths; see https://accumulo.apache.org/1.7/accumulo_user_manual.html#_client_configuration_2
and launches Accumulo to connect to that one.

Need username and password. Need everything overridable on the command argument line.
