Secondary sync receive UDP port

Sync groups as well as sub-groups (e.g. whole-house and per-room sync) are desired
TPM2.net only works if UDP port is set to 65506.

Describe the solution you'd like
A secondary notifier port that behaves like the primary in being able to receive sync/realtime/(api) commands.
Sync sending would still just be to the primary port.
Secondary port defaults to 65506 for out-of-the-box TPM2.net support
