Unable to install TFTrue on Windows 10 Server #20

I tried everything besides swapping to linux.

[TFTrue] The plugin is up to date!
Error code 16
Parsing item whitelist (default: allowed)
Finished.
Failed to load plugin "addons/TFTrue"
