ADSB: when >25 aircraft are detected, mavlink channel dies #4309

Issue details

When the total aircraft list stays under 25 there are no problems. When more than 25 aircraft are seen the only-save-the-closest-25 logic kicks in and that seems to eventually kill the mavlink port. Not sure where the hangup is happening because I can't reproduce in SITL but happens every time in hardware

broken on pixhawk, works (so far) in sitl

confirmed the problem is not in the firmware, closing.
