Dynamic fees are still enabled when using static fees

Dynamic fees should be disabled in core-transaction-pool config when using static fees.

Configuration is in the plugins.js file and dynamicFees.enabled should be set to false when using static fees.

The value of dynamicFees.enabled should be set according to the parameters used by the Deployer.
