It does not seem possible to display modals within plugins, which inhibits the UX.

I propose that modals should be made available as part of the UI_COMPONENTS permission.

Any particular modal, or just the ModalWindow? We could possibly allow the transaction modals once we've added the new tx types and #1067 is complete

As a baseline I think ModalWindow would be good. Any extras would be a bonus.
