Steps to reproduce the issue

  • Using Jetpack 4.5.
  • Site has define( 'DISALLOW_FILE_MODS', true ) set.
  • Install an old version of a plugin or two.
  • Go to the Jetpack Dashboard
  • See "Plugin Updates" box with "Updates Needed" and "Turn on auto-updates" links which point to the Plugins page on WordPress.com.
  • Click through and see that every plugin has "AUTOUPDATES DISABLED" set.

What I expected

The box on the Dashboard probably shouldn't offer to turn on auto-updates since it's not something that Jetpack can do.

Another issue is that even though the box on the Dashboard says "2 plugins", the Plugins page does not really note which ones need to be updated.
