chore: Unhardcode canonical addresses of deployer and registerer contracts #4467

Creates a new package protocol-contracts to store the artifacts and canonical deployment addresses for well-known protocol contracts. Contains deployer and registerer for now, should include address registry and encryption precompiles in the future as well.

Builds on #4436.

All benchmarks are run on txs on the Benchmarking contract on the repository. Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.

This benchmark source data is available in JSON format on S3 here.

Values are compared against data from master at commit 62b171a1 and shown if the difference exceeds 1%.

Adds a new registerContractClass method in aztecjs public API, that
takes a wallet and an artifact, and returns the tx request ready to
send.
    
To make sure this tx can be run, we now also register canonical
contracts in the pxe on startup, so they are always available.

send.
    
To make sure this tx can be run, we now also register canonical
contracts in the pxe on startup, so they are always available.

Adds a new registerContractClass method in aztecjs public API, that
takes a wallet and an artifact, and returns the tx request ready to
send.
    
To make sure this tx can be run, we now also register canonical
contracts in the pxe on startup, so they are always available.
