What this PR does / why we need it: Ensure
CLEANUP_ON_EXITactually does that, including on clusters that already exist (i.e., when you pass in aNAME=value). And sets it tofalseby default so folks who are usingmake test-kubernetesregularly on existing clusters don't suddenly start seeing those clusters be deleted unless they explicitly say so.Also fixes the "validate num nodes" check, as
aks-engine scalemarks changes into the expanded apimodel.json, and so the check should use that source as its reference point.Which issue this PR fixes (optional, in
