Read the ms.service value from csv metadata #2910

Our original ms.service assign value as follows:

  1. If csv ServiceName exists, then Normalize Key Vault - > keyvault
  2. Otherwise, use the service directory

The proposal:

  1. If csv MSDocService exists, then use the value directly. PM or service owner will update this to the right value
  2. Otherwise, use the service directory

Testing pipeline on redis:

The following pipelines have been queued for testing:
java - template
java - template - tests
js - template
net - template
net - template - tests
python - template
python - template - tests
You can sign off on the approval gate to test the release stage of each pipeline.

If they can provide useful APIs, then align with their system is the most accurate way to go and minimize human efforts
