Add support for windows packages in ADU

The Edge Runtime supports windows-based devices thus it would makes sense that ADU supports Windows msi packages deployment.

Thank you for your feedback, we will consider it. As of now, we are focused on Linux and Azure RTOS OS's only. Since we provide a reference agent, you can always build your own agent to run MSI installs on Windows based IoT Devices. Unfortunately we don't provide support for it.
