Describe the bug
Orkestra namespace is not getting created during til up

To Reproduce
Steps to reproduce the behavior:
Run tilt up and it should fail to start orkestra

Expected behavior
A clear and concise description of what you expected to happen.
Orkestra namespace should automatically be created by the helm installation during tilt up

Environment (please complete the following information):

  • Kubernetes Version [e.g. 1.21.0]
  • Kubernetes Distro [e.g. AKS, GKE, etc.]
  • Orkestra Version Tag
  • Helm Version
