badjs-acceptor 会校验上报的正确性，校验规则如下:

上报的id 是否在管理端有创建过
上报的请求头需要带上 referer 头
referer 头的URL 是否符合创建业务的配置的 URL
上报的IP 是否符合创建业务的配置的 IP 限制
