build ACE seems to require CMake 3.9 #144

I've been hitting hard on this problem: it seems that for whatever reason CMake 3.7 doesn't build ACE correctly. Well, it doesn't build at all.

We decided to pass the requirement of minimum version of CMake to ACE.
As of this paskino/libace-conda@52ebb92 is implemented
