When a dataset is ready for instant licensing (estimated_delivery_days == 0), but the user does not have do-instant-licensing FF enabled, we go with the regular way (request).

In that case, instead of returning 0 as delivery days for the dataset in /subscription_info, it should return 3 as a default value.
