allow filtering by datetime features for the descriptive statistics table in the data explorer? #123

Hi @giobetti,
May I clarify, is the intention with this to have a filter similar to what the other graphs have. See screenshot below

@Ericlee0128 and I have coded the filter for the descriptive statistics table in the data explorer. See below output example.

@FedericoTartarini - We are still working on the global filter code for all graphs. Would you prefer to separate this into a new issue ?

My apologies, I realized we have an issue already opened to cover the global state filter #119.

In that case, are you happy for Eric and I to open pull request to commit the changes for the descriptive statistics filter?
