Steps To Reproduce

start game, try to have NPC make a camp in a shelter

This is a known issue, but I hadn't made an issue yet (thanks!). Currently shelter & fire station camps can only succeed if they are in a north facing building. Otherwise, board claims there is no camp and npc teleports.

Actually I did make an issue, someone can delete one of these. My title may be less clear.
