NPC broken limbs stay broken after healing. #48911

Describe the bug
When a follower npc gets hurt and breaks a limb you can set it and let it heal. At some point after the % heal goes up (maybe when it reaches 100?) it goes back to zero and just stays there with the broken symbols and doesn't heal. It say "It is broken but has been set and just needs time to heal"

Expected behavior
The broken limb will fully heal and be useable again.

I tried using the splint again and bandaging and disinfecting but nothing changes.
