Starting NPCs get scared for no reason upon spawn #58337

Describe the bug

Steps to reproduce

  1. Choose the evacuee profession, leave everything else.
  2. Witness the weird panic attack.

Expected behavior

The NPC does not get scared. Applied low priority because this one is basically a cosmetic-only bug.

I can imagine an entire universe suddenly popping into existence around you would be scary, yes.

A new variant. Also I found out that spawning NPCs via the debug menu can also trigger this pretty reliably. Spawn a few one and you will get one which immediately gets scared or angry the second you spawn them. Unlike the starting NPCs they do not appear to calm down immediately though.
