Illuminated Alchemy from Bombastic Perks can't be acquired

Describe the bug

The Bombastic Perks menu fails to give me the Illuminated Alchemy perk despite success in receiving the preceding tiers of alchemy.

Steps to reproduce

1. Open mutations menu
2. Open perk menu
3. Select Gain Illuminated Alchemy
4. Error screen shows

Expected behavior

I expected to receive the illuminated alchemy perk since all the preceding tiers of alchemy have already been received by the character.

Additional context

This save file was created on 0.G and ported to experimental multiple times. Hence, I am unsure if the problem is due to the repeated updates or another source entirely.
