Can't dive to the Ocean Bed (z-9)

Describe the bug

When entering reaching z-8 and trying to dive down, it says "You are already underwater and there is no more water beneath you to swim down".

Steps to reproduce

1. Teleport to the ocean
2. Teleport a tile down as it is not possible to dive down from the water surface (Can't dive underwater. #69185 is still a thing sadly)
3. Swim down seven times to z-8
4. Try to swim down again, it's not possible

Expected behavior

I expected to be able to swim down to what should be an uninterrupted continuation of the body of water

Additional context

It is possible to teleport to z-9, and swim around as normal, as well as swim back up to z-8, but then you cannot go down again.
