This abstraction:

const CoriolisWetCellEnstrophyConserving = HydrostaticSphericalCoriolis{<:WetCellEnstrophyConservingScheme}

introduces the synonyms "wet/dry" for the existing semantics "active/inactive".

I think we should pick one and use it.
