O objetivo desta issue é implementar em Python um construtor de dicionário (léxico) de formas plenas. Esse módulo deverá transformar o glossary.txt (ver #11) em uma estrutura de dados de Python, a partir da qual deverá gerar as formas do dicionário. Este, por sua vez, fornecerá dados tanto para a análise morfológica quanto para o etiquetador.
