This is a rare login issue It exists both in Siena and Genoa.

To duplicate you need to login in non-cookie mode(remember me), then go back and Login in cookie mode(remeber me).

Due to the load order Session then Cookie, your Session SID is invalid and it never loads your cookie. On Cookie Login Session SID should be unset
