Handle.net support

The main feature of this release is support of Handle system (https://www.handle.net).

This DANS release adds handle support of v3.x to the IQSS v4.5 release. This support is expected in [IQSS v4.6 release] of IQSS.

For manual installation or upgrade follow the IQSS release.
By default and for testing convenience, the installer configures a temporary DOI test namespace through EZID. This is sufficient to create and publish datasets but they are not citable nor guaranteed to be preserved. To configure handles see the DANS version of the installation guide.
