Pluto and Charon not in pdsImageProjection.trn

In $ISIS3DATA/base/translations/pdsImageProjection.trn, In the 'TargetName' group, neither Pluto nor Charon appear. Its been three years since New Horizons flew by, maybe time for those to be in there.

This issue is so old, I filed an Issue, it got sent into a now-deprecated issue-tracking system, and is now back on GitHub. I could have typed less characters and gotten the file fixed, if it were on GitHub. Even if you aren't going to move those files to GitHub for management, please at least fix the file in the distro. Thanks.

@rbeyer Getting all of this stuff moved to github is something we're planning to do in fy20. With the shutdown, other projects have taken priority over some of the maintenance and open source conversion work.

That said, right now we're working to get ready for the 3.7.0 release candidate next week. We can probably do this and test this before then.
