I do the hack with the suggested change of -a to -m -p for the nsenter commands inside enter-systemd-namespace. The login shell timeouts and quits.

C:\Users\tsmith>wsl

Sleeping for 1 second to let systemd settle

Welcome to Ubuntu 22.04.1 LTS (GNU/Linux 5.10.16.3-microsoft-standard-WSL2 x86_64)

I have the same problem.
also Ubuntu22.04
top command shows systemd cpu usage 100%

In addition:
dmesg:
[ 2.965225] systemd-journald[45]: Received client request to flush runtime journal.
[ 2.972738] systemd-journald[45]: File /var/log/journal/4ddc83e4ea4b1b67978c6901631be50c/system.journal corrupted or uncleanly shut down, renaming and replacing.
