I've got the same issue but I have narrowed it down to the Picker Inventory Tools mod. If it's enabled I get that same error with Foreman 2.

It's a pain but since I don't see that in your list there I suggest enabling only the basics necessary for SE checking that and then enabling others just a few at a time until you narrow it down to the problem one.

Found the issue & fix on the SE discord.

Opening factorio-current.log will show an error: 3.708 Error Util.cpp:86: Error while loading entity prototype "se-gate-fragment-14-a" (simple-entity): Sprite height outside valid range (1-2048).

Go to Graphics Settings and change Sprite resolution to Normal. Load the preset in Foreman and you should be good to go.

Foreman is trying to load factorio in headless mode and apparently there is a known bug with dedicated factorio not increasing resolution cap for sprites despite bring set to HR.
