s= value in seconds should start playback at that offset and was recently but is not anymore. No code change but no error from decoder so Not sure if it is related to issue found in #1033, if it browser or dash.js issue yet.

I do not see the initial seek that should get the element at the same current time as the indexHandler.

Partial fix for FireFox MP - can now seek into period no end event prevents stream switches from automatically happening. 
Reduces code for setting index handler time for MP or track switch.
