Update Snowflake connector and cryptography dependencies

What does this PR do?

It updates snowflake-connector-python to current latest version, which allows us to bump cryptography to greatest <39 as well.

Motivation

We need to update cryptography as it's required in order to update securesystemslib (AITOOLS-62).

Additional Notes

• Requires update on omnibus as well (Update snowflake-connector-python to 2.8.2 datadog-agent#14453) because of the patching we do to snowflake-connector-python.

They changed the versioning scheme starting with that release (https://cryptography.io/en/latest/changelog/#v35-0-0, https://cryptography.io/en/latest/api-stability/#versioning).
