Need to tweak profile search to handle n with tilde and other special characters

I was trying to find Dona Ana county, New Mexico, in the search, and it didn't sort properly because of the tilde over the first n. When the user enters 'n', it should map to both 'n' and 'n-tilde' in search targets. Same thing with c-cedilla and other special characters.
