Add functions equivalent to nixpkgs` buildPythonPackage and buildPythonApplication.
It should be able to automatically extract requirements from setup.py / setup.cfg. To do that it can use the same method as is used in https://github.com/DavHau/pypi-crawlers/tree/master/src/extractor
