When adding river gauges, we snap to the river by moving to the closest downstream cell which is a river. Would be good to snap more based on upstream area as well to be sure to snap the gauges on the right river cell / tributary.

To implement this, I think we should also split the setup gauges method into setup outlets and setup gauges
