Implement a feature to dynamically update summary stats metadata utilizing existing Celery/RabbitMQ message-brokers

• Make sure that there's a RabbitMQ queue for prod (name is the same except -sandbox)
  • Update Celery env vars if necessary
• Add start script to prod scrontab
• Remove start script from prod crontab
• Kill codon Celery workers that has LSF executor
