"updated on" and "by" columns switched in ambulance/hospital equipment view

When viewing equipment of an (already created) ambulance or hospital, the column contents of "updated on" and "by" are switched:

I found the source of the error, and changed the code accordingly. However, I cannot verify that my change worked, because I can't add equipment or equipment sets to my ambulance or hospitals on localhost, due to the bug where a newly created ambulance/hospital does not have an equipment set, even when you select it #13.
