This is similar to #2544 and the same process likely applies here.

We test the CLM60 case, but NOT the CLM50 case that is currently being used in CAM compsets.

err=ERROR : CLM build-namelist::CLMBuildNamelist::setup_logic_initial_conditions() : use_init_interp is NOT synchronized with init_interp_attributes in the namelist_defaults file, this should be corrected there

Definition of done:

• Fix: ne0ARGTICne30x, ne0CONUSne30x8, and f19 in namelist_defaults
• Make sure that they work for LndTuningModeclm60cam7.0
• Make sure we have ctsm_sci tests for the VR ones and aux_clm for f19

Note the same error happens for:

SMS_D_Ln9_P1280x1.ne0CONUSne30x8_ne0CONUSne30x8_mt12.FCHIST.derecho_intel.cam-outfrq9s

which has been failing in CAM since they updated CTSM. And also fails in CESM.
