no default config-user.yml included in clone

I realized that since the split of the core there is no default config-user.yml file included when I clone ESMValTool. While that might be ok for more experienced users a new user will stumble across this when using the tool for the first time.
I realize that the info is in the readthedocs but the getting started section on github implies that the file should be there.

I think there still is a user-config file but it’s in the wrong directory. We had some discussion about this and I think it was agreed that it was a mistake to move it to where it had been put. I’m on my phone right now and don’t remember the details.
